MHA Administrative Grand Rounds to discuss Critical Access Hospitals
The West Virginia University School of Public Health's Master of Health Administration program and WVU Graduate Chapter of Upsilon Phi Delta will host a virtual Administrative Grand Rounds on Friday, March 8, from noon to 1 p.m. ET.
Moderated by Sarah Woodrum, DrPH, co-interim dean and senior associate dean for administration and assistant professor in the Department of Health Policy, Management and Leadership, this expert panel discussion on Critical Access Hospitals and 340B billing in the state of West Virginia will feature Karen Bowling and Melissa Lockwood.

As an independent chartered chapter of the American College of Healthcare Executives, the West Virginia ACHE Chapter, is authorized to award a total of 1.0 hours of ACHE Qualifying Education credits toward advancement or recertification in the American College of Healthcare Executives. About the Speakers
Karen Bowling | President and CEO, Princeton Community Hospital
Karen Bowling serves as president and CEO of Princeton Community Hospital. Prior to being named to this position in 2021, Ms. Bowling served as executive vice president of government affairs for the WVU Health System and president and CEO of WVU Medicine’s Braxton County Memorial Hospital and Summersville Regional Medical Center.
Prior to joining WVU Medicine in 2017, Bowling served as cabinet secretary of the West Virginia Department of Health and Human Resources and shepherded an expansion of the state’s Medicaid program under then-Gov. Earl Ray Tomblin. Before that, she held a variety of direct care and leadership positions in healthcare and education.
Her career started as an emergency room nurse in a small rural hospital in Wyoming County and then led her to the Wyoming County Board of Education to develop its School Health Program. In 1990, she became the CEO of Raleigh General Hospital in Beckley.
Bowling has served in various leadership roles, including as chair, of the West Virginia Hospital Association. She was also a board member of several organizations, including the Raleigh County Community Action Association, the YMCA of Beckley, and the Beckley Health Right Clinic and served as chair of the Raleigh County Chamber of Commerce.
Melissa Lockwood | Chief Administrative Officer, Mon Health Preston Memorial Hospital
With 25 years of experience in the healthcare industry, Melissa Lockwood currently serves as chief administrative officer of Mon Health Preston Memorial Hospital. She began her career at Preston Memorial Hospital in 1995, first as the controller, then chief financial officer and in 2009 became the chief administrative officer.
Lockwood successfully led the 25-bed Critical Access Hospital to achieve success in the areas of clinical quality, customer service, employee growth and financial stability. She helped to strengthened the hospital financially through growth of services to support the strategic goal of building a replacement hospital. To complete the project, a merger with Mon Health system was negotiated and financing secured. The replacement hospital was completed and occupied in May 2015.
Since opening the new facility, the hospital has expanded services to include cancer care and robotic surgery, as well as grown the ambulatory footprint in the community through the acquisition of two primary care practices. Preston Memorial is DNV-accredited as an acute stroke-ready hospital, has Chest Pain Center accreditation from the American College of Cardiology, is a bariatric center of excellence, is Level IV Trauma designated, is American Academy of Sleep Medicine-accredited for sleep services, and maintains multiple accreditations for cardiac and pulmonary rehab and imaging modalities to name just a few of the accolades and quality programs.
Sarah Woodrum, DrPH (Moderator)
Sarah Woodrum, DrPH, currently serves as a co-interim dean for at the West Virginia University School of Public Health in Morgantown, West Virginia, where she oversees the day-to-day and strategic administration and operations. She leads projects and programs, participates in policy development and problem resolution, and provides administrative oversight and direction to the finance office, office of research, development, communications and information technology staff. Dr. Woodrum also teaches leadership courses in the Department of Health Policy, Management and Leadership.
Woodrum is a West Virginia native with more than two decades of healthcare management and strategic operations experience. Previously, her roles included chief operating officer at Mon Health Medical Center; chief administrative officer and senior associate dean for administration and finance at the WVU School of Medicine; vice president at NorthShore University HealthSystem Medical Group in Evanston, Illinois; and numerous administrative roles within the Northwestern Medical Faculty Foundation (Chicago), Northwestern Memorial Hospital (Chicago) and the BJC Health System (St. Louis).
